Mr. Rowland has been associated with the Kentucky General Assembly since he began his career as a legislative intern in June of 1980. After his internship, Rowland was hired as a full-time staff member and was named Chief of Staff of the House Republican Office in January of 1992. Mr. Rowland served as Chief of Staff until leaving the legislature in 2003 to become a contract lobbyist.
Working primarily as a contract lobbyist for clients with an interest in legislation before the Kentucky General Assembly, Mr. Rowland also spent considerable time on behalf of clients lobbying Kentucky’s Congressional delegation in Washington DC and spent time over several years lobbying the Texas legislature.
In 2012 Mr. Rowland joined the lobbying firm of Impact Government Relations.
Rowland received undergraduate degrees from Western Kentucky University in government and philosophy, and a Master of Public Administration from the University of Kentucky.
